Call to Order

Sharon Leese called the meeting to order at 3:34 p.m. and thanked everyone for taking the time to come.

Consent Agenda

Approval of Minutes from June 1, 2010 meeting

Minutes approved unanimously on motion from Jim Black and second from Maureen Lewandowski.

Approval of Minutes from July 13, 2010 meeting

Minutes approved unanimously on motion from Jean Martin and second from Jim Black.

Action Items

Approval of Funding for PY 2010 TANF Youth Plan

Andrew Garner reported the Youth Council looked at the TANF funding for in school youth for this fiscal year. County Assistance office provided the names of the school districts with the highest number of TANF youth. With this information the Youth Council developed a proposed spending plan. The School District of Lancaster was allocated $188,747, an increase over last year. The Chamber would get $25,000 to continue Career Connect and other events and activities. A Healthcare Career Expo would be led by LGH and funded for $1,500. Scholarships for LCCTC and STEM career camps would be offered. Mt. Joy will be the only campus offering career camps next year with other locations picking up more STEM career camps. The Columbia and Solanco school districts would receive $7,500 each with $20,000 bid out to serve eligible youth from other school districts and community based organizations. The balance would help fund other projects such as counselor tours, youth summit, career fairs, and job shadow week.

Motion approved unanimously for Approval of Funding for PY 2010 TANF Youth Plan on recommendation from the Youth Council and second from Craig Lehman.

Approval of June Report for ARRA Funding

Rod Kopp reported all the original funds are spent except for $,6737 in youth funding which will be used by 9/30/10. The training report shows 268 unduplicated ITA's. These figures will probably not change much over the summer.

Discussion Items

Update on Budget Process

Rod Kopp reported the budget has not been finalized yet. As final figures are received on income the expenses will be adjusted. For the 2009-2010 year, adult was 81.4% expended, youth was 88.7% expended, and dislocated worker money was 100% spent. Industry Partnership Training money in the amount of $645,000 has been received (last year, we had $950,000).

Scott Sheely mentioned that nationally folks are worried about serving the longer term unemployed and questioning the effectiveness of traditional training services. Unemployment Compensation efforts may be brought more into the One Stops to offer services. Scott mentioned the whole CareerLink program is being looked at for changes to cut costs and to make the program more effective for customers. The overall system budget this year is dropping from $10.5 million to $8.3 million. Jim Black asked if there are any new programs. Scott responded that the only one he knows about is on-the-job training. A revised final budget will be ready for the September Board meeting.

First Look at PA CareerLink Performance Indicators

Scott Sheely reviewed the chart of Key Indicators for PA CareerLink of Lancaster County that he has complied. Along with this, Kim is pulling information related to placements for people who have finished ITAs and pre-employment. We should see which are more productive. Results will be brought back to the EC. Decisions will have to be made on priorities based on the data. Reporting will be done monthly and will be turned over to the Performance Review Committee to monitor performance of the PA CareerLink.

Need to Recruit Two Board Members

Scott Sheely mentioned we have two Board openings for private sector. In keeping with representation of industry partnerships, we have openings for communications and the renewable energy areas. He asked for recommendations to fill these positions. There followed a discussion of various possibilities. The Executive Committee gave Scott the go ahead to contact some of these suggestions.

Briefing on Rollout of TANF Emergency Program

Anna Ramos reported 102 have been placed so far with 50 employers. There is a need for employers to place people. August 13, 2010 is the deadline to try and place all program participants. There has been a good split between public and private of employers as with adult and youth participants. Scott Sheely recognized an excellent job by staff on placing people. Len Pugliese is following up with employers on placements and the feedback has been very positive.

Progress Report on New Lease

Scott Sheely reported he just received the letter of intent back from Ed Drogaris with changes. The lease will be prepared and brought back to us with our legal counsel looking it over before we sign it. Hopefully, this can be done and signed by both parties in the near future. A final copy will come to the Executive Committee for approval. It will be a 10 year lease with flexibility to downsize if the need arises.

Staff Reports

Youth Coordinator

Andrew Garner referred to the save the date flyer in the packet for the Lancaster County's Health Careers Expo. It is a statewide initiative the second week of November with our expo being held the first week of November. Pathways will be held on two nights this year. Tentative dates are November 16 at the Ephrata Middle School and December 1 at Penn Manor in Millersville from 5-8 pm.

PA CareerLink Administrator

Lori Rank reported the CareerLink Job Fair on October 6, 2010 will be co sponsored by WARM 103. Furnishings to replace what Millersville University took should be here in September for Rooms 14 A and B and 109. The CareerLink is working with UC on tours for staff and talks with UC coordinators next month on holding workshops for clients who are the end user of UC and need answers. These would be four times a year for people who have exhausted their unemployment. A mandatory training on diversity is being held for employees of the PA CareerLink and the county assistance office.

Executive Director

Scott Sheely reported:

  • We have signed the engagement letter with Sager, Swisher for the 2009-2010 year audit.
  • With veterans coming back from Iran and Afghanistan, there is going to be a need to serve more veterans in job searching. A portal is being added to www.job4lancaster.com for veterans.
  • With support of 10-12 WIBs, farmer and rancher is being added to the High Priority Occupations list in these areas and perhaps will be statewide. Scott attended the AG Education Summit in Harrisburg and the Department of Agriculture is happy the workforce is pushing information on ag jobs out into the community. Andrew Garner has also become the volunteer coordinator for the Farm Bureau Mobile Ag Education Labs in Lancaster County.
  • He has been talking to and will be meeting with contractors about training. Instructional costs are just too high. He is trying to get everyone to help us do more with less funding.
