Call to Order

Sharon Leese called the meeting to order at 3:35 p.m., thanked everyone for coming, and asked everyone to introduce themselves.

Discussion of EARN Budget Deficit and Changes to Local Management Committee Structure

Rod Kopp reported the EARN Budget took a 10% cut this year. In addition, the program is running a deficit in excess of $100,000 primarily as a result of the funding structure for the Corporate Center. Rod has requested additional support from the Department of Public Welfare and the program operators have some ideas about ways to change the business plan of the Center to deal with the deficit.

Maureen Lewandowski referred to a handout on the Local Management Committee that gives some background on the committee. There are guidelines set by the Department of Public Welfare on the structure of welfare programming. LMC oversees local welfare programs in all workforce areas. This committee was brought under the WIB in 2008. The Committee is considering some restructuring of the membership to decrease conflicts of interest.

Review of 2010-2011 Budget

Scott Sheely reported the Finance Committee has been reconstructed with two new Board members added. They met and reviewed the budget line by line. New formatting for presentation in response to Board direction was suggested and implemented. The 2010-2011 budget was given out in two formats to get feedback on preference of layout. Majority preferred the original layout with the new backup schedules attached.

Rod reported the income is 7% higher than expected but 22% less than with the ARRA funds. The WIB budget decreased by 7 % with some expenses being moved to new categories to better match them to their revenue streams. Professional fees show a large increase due to attorney fees for the lease and an EO complaint along with the audit. LETA shows a decrease of 3.5%. New positions were budgeted in 2009 that were never filled and there were no wage increases due to freeze by the County.

County cost allocation for computer maintenance and information technology is about $95,000 (based on the number of computers). The new PA CareerLink budget includes wages for the three temporary employees added as ARRA staff. Interns are also allocated to the PA CareerLink as appropriate.

PA CareerLink Performance Indicators

Scott Sheely reviewed the key indicators report for the PA CareerLink. Although the CareerLink has been very busy, placements have been flat. Training will be going through some changes with short term skill training replacing some of the Individual Training Account training. There has been more interaction between the Unemployment Compensation system and the PA CareerLink in getting clients into the PA CareerLink for services.

Recruit of New Board Member

Scott Sheely reported he is having lunch with a prospective new Board member from the printing industry. If anyone knows of someone from communications, media, or information technology that may be interested, let him know.

Briefing on End of TANF Emergency Program

Joe Shiffer reported there were 149 participants enrolled with 86 completing. Some particiants quit or were fired, some have gotten jobs elsewhere, and some youth went back to school. Of the participants completing, 36 received job offers, 10 are going into ITAs, 2 are doing Job Club and 34-35 are being put into services at the PA CareerLink. Participants who were not placed could also be involved with on-the-job training as it opens up. LETA will be looking at why people were not successful and what barriers they encountered. Inability to cope with working conditions, stamina, and speed on the production lines were a barriers for many manufacturing jobs.

Progress Report on New Lease

Scott Sheely reported there was a meeting with the landlord and his lawyer last week to resolve one issue but ending up with three issues being addressed. All of the leases with impending renewal dates have been extended for two weeks.

Staff Reports

Youth Coordinator

Andrew Garner reported on October 28, 2010 with the IU # 13 offering Act 48 credits

Educators Gap Analysis sessions will be held. This is a recommendation from the Youth Career Summit to hold districts and superintendents' to the career education standards set by the state.

PA CareerLink Administrator

Lori Rank reported a Job Fair is being held on October 6, 2010 with a Ready2Work graduation at 8:30 am. The Job Fair with 50 employers who are all hiring is open to Ready2Work graduates, Way2Work participants, and veterans from 8:30 – 10:00 am. There will be three presentations by UC for the public to get their questions answered.

  • The Finance Committee will be meeting quarterly.
  • A demo project with a new job notification service called Job Rooster which uses text messages to inform jobseekers of openings will begin this week and run through the end of the year. Facebook and Twitter will also be offered as an option for receiving messages.
  • As a result of the SACA Tech Centro article, the WIB has been contacted about a building being available as a venue for manufacturing training. This would fit with the anticipated Assembly 101 program. Options for making the training more of a work experience are being explored.
