Call to Order
Sharon Leese, Chair, called the meeting to order at 7:32 am, welcomed everyone, introduced herself, and asked attendees to introduce themselves. Sharon welcomed new Board member Mike Newman and all the guests in attendance.
Consent Agenda
Approval of Minutes – July 15, 2010
Minutes were approved unanimously on motion from Mary Miskey and second from Tim Roschel.
Items for Approval
Approval of Policy Changes to Broaden the Scope of Training and Amend the Local Plan-
Scott Sheely referred to the article in the packet "After Training, Still Scrambling for Employment" which sent shock waves through the workforce system. It refers to training through Individual Training Accounts and people still not finding employment.
With the ARRA funding the last 18 months, more short-term, skill-based training has been done through the PA CareerLink based on employers' needs and which better prepares a person for employment. Workforce Investment Act regulations allows for ITA, On-the-Job training and pre-employment as tools for training but only measures ITA's and OJT's.
In order to use pre-employment as training, the Board must approve three new policies that determine that there are an insufficient number of eligible providers in the local area, that approve a process to select providers, and that modify the Local Plan.
Kim presented motions for consideration as recommended by the Executive Committee for approval of determination of insufficient eligible providers in the local area, approval of process for selection of service providers using the current procurement policy in place now and modifications to the local workforce investment area plan to align the local plan with the current ITA policy and to include provision local area to provide training using contracts for services using the local WIB's procurement system. The new Local Plan will be published and open for comment for a period of 30 days.
Approval of the Determination of Insufficient Eligible Providers in Local Area, Approval of Process for Selection of Providers and Approval of Local Workforce Investment Plan Modification on motion by the Executive Committee and second by Christine Hertneky with Mark Esterbrook abstaining from voting.
Approval of 2010-2011 Final Budget
The approval of the 2010-2011 final budget will be deferred to the next Board meeting in November.
Approval of 2009-2010 Program Monitoring Report
Kim Sullenberger reported the State requires approval of the monitoring reports by the Board. We have three youth providers, LETA and Neighborhood Services that are desk and field monitored. Contractors and instructors are interviewed for outcomes, review of files is done and talking to participants is part of the monitoring. Deficiencies are noted. Questions of how deficiencies are handled were answered. Kim reported they are notified and given 30 days to present a corrective action plan that is then approved of rejected. Major deficiencies are reported to the Youth Council or the Executive Committee.

Approval of EARN Plan for 2010-2011
Kim Sullenberger reported the EARN plan is governed by the Local Management Committee with goals set by the Department of Public Welfare every year. In 2005, 250 customers were served; in 2008, 1,078 customers were served; and in 2009, 1,366 customers were served. The Corporate Center was a big part of the program last year. Department of Welfare training rules do not allow for long term training and also prevent part of the system to integrate with other programs. .
Approval of the EARN Plan for 2010-2011 on motion by William Moulfair and second by Mark Esterbrook.
Approval of ARRA Report for May 2010
The ARRA Report for May 2010 was approved at the last meeting.
Order of the Day
Annual Report from the PA CareerLink
Lori Rank referred to the PA CareerLink of Lancaster County's annual report handed out to everyone that has all the data for 2009-2010.
A video entitled "A Day in the Life of the CareerLink" showcased a client moving through the PA CareerLink and receiving services. Scott Sheely mentioned the recession has brought huge increases in numbers with more expected as longer term unemployment increases.
Lori Rank recognized the Leadership Team who meet monthly to deal with management and program process issues. Lori presented plaques to Angie Berry, Edna Beckey and Jim Von Arx who recently performed CPR ion a client until medical assistance came. Scott thanked all the employees for all their hard work and a great job with hopes of continual improvement.
Items for Discussion
Update on Lease Negotiations
Scott Sheely reported after four months of negotiations, we should have a signed lease at the end of the week. .
Update on Youth Activities
Andrew Garner and Eric Horn referred to the handout in the packet of Youth Council events.
The Health Career Event will be held November 5th at McCaskey with interactive demos and employer panels. Educators, employers and community based organizations are invited to participate. Pathways to Gold Collar Career nights are being held November 16 at Ephrata Middle School and December 1 at Penn Manor High School. This targets middle school students and their parents before they make their course selections for high school to consider careers. Employers are needed for these nights to talk to students. The School District of Lancaster is holding Career Days on 9/28-9/29 with the freshman class.
Update from the Local Management Committee
Due to absence of Maureen Lewandowski there was not report.
Staff Reports
Fiscal Officer
Rod Kopp reported on the final 2009-2010 financial report. Adult was 85% expended, Youth 89% expended, and Dislocated Worker was 100% expended. Rapid Response was 54% expended but 80% obligated which meets all requirements of the funding. The National Emergency Grant was not expended due to problems of finding employers eligible. The ARRA funding is all expended except for $3000 in youth money but will all be spent by September 30, 2010.
Overall, the WIB is over expended by 15% or $100,000 primarily because unclassified and unbudgeted expenses often find their way into the WIB budget. When we take out these expenses, the WIB is only 1-2% over-expended. The Finance Committee is meeting to discuss how to deal with the unforeseen expenses. Rod asked for suggestions on what the Board would like to see on the report and any changes in formatting. Comments from Board members are they like more detail. Consensus is more is better on the reports.
Executive Director
Scott Sheely reported there will be a Job Fair on October 6, 2010 at Liberty Place which replaces the fall Job Fair previously conducted by the Lancaster Chamber. There is a new demo being done using social media to connect with customers and inform them of jobs available.
