Call to Order

Sharon Leese, Chair, called the meeting to order at 7:35 am, welcomed everyone, introduced herself, and asked attendees to introduce themselves. Scott mentioned we have guests with us today from Metrix Learning, filming the meeting for a video that is being put together. Lori Rank passed out permission slips for filming and asked everyone to please sign and let on the table after the meeting.

Approval of Minutes – May 19, 2011

Minutes were not approved as a quorum was not present at the meeting.

Order of the Day – The PA CareerLink Transition

New Table of Organization

Scott Sheely updated everyone on the changes being made in the PA CareerLink. Realigning the program with the mission, doing things more efficiently since the ARRA money is gone, and cutting the budget were the overall goals. The services for Title I (adult and dislocated worker) and EARN (welfare) were solicited earlier in the year with local and national contractors bidding. ResCare is the Title 1 contractor and EDSI is the EARN contractor as of 7/1/11. Transition to new contractors is in the process with very little interruption of services to clients. The Commissioners have also designated the Workforce Investment Board to be the fiscal agent for the local system while still retaining the fiduciary responsibility. Scott presented the new organization chart for the PA CareerLink. The PA CareerLink is seeing 1,200 weekly clients.

Service Delivery Map – Flow Chart, Standard Operating Procedures, Job Descriptions

Lori Rank presented the new flow chart for clients entering the PA CareerLink. With the many changes, the PA CareerLink is ready to service clients in searching for jobs and matching them with employer needs. Many procedures have been streamlined to get the client to where they want to be sooner.

An Overview of Service Areas by New Managers

Len Pugliese, Martin Wubbolt, Anna Ramos, Nilsa Crespo, and Tom Woronko provided an overview of the specific areas that they manage. Together, the PA CareerLink is made up of 70 employees from multiple funding streams. The goal of the PA CareerLink is PLACEMENT AND RETENTION!

Steve Fries raised the question of how to get the PA CareerLink services through the Business Services Team out to the public. Scott mentioned the problem has been connecting with HR managers in organizations. Discussion ensued on how to better make those connections.

Logistics - IT

Scott mentioned that One2One has been hired as our professional IT contractor. They will be setting up a shared drive to share information among staff. The CWDS system has been opened up to allow more flexibility and will be used more widely for case notes accessible to all.

Operations

Kim Sullenberger reported that the Requests for Proposals when they were released included all the language and information to make the system integrated. Of the 37-38 LETA employees interviewed by the new vendors, all but five were hired by the new contractors. The WIB hired three retired employees from the County. Others found other jobs and some just chose not to interview for new positions.

With all the changes in the PA CareerLink, it seems the PA CareerLink is "finally" becoming an integrated organization that can better accomplish its mission.

Fiscal

Rod Kopp reported that, with the local elected officials or County Commissioners giving up their fiscal agent status, many changes will need to be implemented to Board policies and procedures. The Executive Committee will have more involvement and will be asking for more Board members to join committees to make their operations more robust. The final Budget will be reviewed by the Finance Committee and recommended to the Executive Committee which will in turn accept and recommend it to the Board.

Review of the 2011-2012 Operating Budget

Rod Kopp reported the Budget for the WIB System is just a draft. It has been reviewed by the Finance Committee and approved by the Executive Committee for spending authorization for new fiscal year. The "Draft" will change and a final budget will be brought to the September Board meeting.

Update on Industry Partnership Funding

Scott Sheely reported the Industry Partnership Funding has been added to the State budget as a line item. Last year, there were $6.6 million allocated to this line item with Lancaster County usually getting ¾ to 1 million of the funds. For the 2011-2012, there has only been $1.7 million allocated for the whole State. Last year, all the Industry Partnership money was spent. Applications are being submitted but we will need to see the award letters before we can finalize this figure on the budget

Staff Reports

Youth Coordinator

Andrew Garner reported there were 10 summer camps this year with some new partners including Stevens College, YWCA, Millersville University, and the Lancaster Science Factory as well as some old partners including School District of Lancaster and Lancaster County Career and Technology Center. A total of 607 students were enrolled in grades 3-10 with 143 scholarships provided. The camps were all industry related and incorporated renewable energy as a theme. The Youth Council under the leadership of Eric Horn has done another great job this fiscal year with all the programs.

Executive Director

Scott Sheely reported.....

• P. J. Reilly from the Lancaster New Era will be doing an article on the CareerLink transition.

• The U. S. Government Account Office will be visiting Lancaster County in the near future to study our work in the Agriculture sector.

• The Hitachi Foundation will be coming to Lancaster for a visit to look at the food industry and partnership activities. These connections have been made through Scott doing consulting around the country. Many people are now asking to visit us.

• Entrepreneurships and starting businesses with a goal of coming off UC is becoming clearer as an option for a job.

The meeting was adjourned at 9:11 a.m. with Sharon Leese thanking everyone for attending, the comments by all and the positive report from the PA CareerLink.
