Call to Order

Jim Black, Chair, called the meeting to order at 7:36 am, welcomed everyone and asked attendees to introduce themselves.

Consent Agenda

Approval of Minutes - July 17, 2008

Minutes were approved unanimously on motion from Jim Zimmerman and second from Mark Sprunger.

Order of the Day

A Report from the PA CareerLink of Lancaster County

The CareerLink is comprised of 17 partners. Leadership is provided by the Operators' Consortium which sets policy and works with the WIB and the CareerLink investors in meeting goals. A Memorandum of Understanding between the Operators is in place for 7/1/08 - 12/31/11 with both Board and the PA Department of Labor and Industry approving those documents. Core, intensive and training services are provided to clients. The staff is being retrained on assessment tools to better serve the clients.

Ready2Work

Under Ready2Work, there is a process to earn a Career Readiness Certificate and short-term, skill-oriented courses available to prepare prospective employees for jobs. The Business Services team works with employers to profile their jobs and post openings on the CWDS system, leading to placement of graduates in these businesses. Retention problems are handled through a case manager who calls on and follows up with the employers.

An Overview of the Reorganization

The CareerLink has been going through a reorganization to streamline services and improve performance measures. The Executive Team of the PA CareerLink oversees the implementation of the changes to the CareerLink programs and coordinates the partners in working together to provide services. This helps reduce duplication of services and better utilizes the resources and people to reduce costs and become more effective. Mark Sprunger referred to the PA CareerLink Annual Report for the Goals and Accomplishments of the Restructuring.

The Numbers: Where Have We Been, Where Are We Going

Lori Rank reported the CareerLink has seen significant increases in number of clients using the facility along with number of clients enrolled in all the programs. She referred to the PowerPoint presentation for the numbers and statistics for clients served and the type of clients served.

Where Do We go from Here: Your Input

Lori Rank reviewed the “one stop” concept for services. The objective of the CareerLink is to not only help people get jobs but also to help people get better jobs that will allow folks to support themselves and a family. The future of the CareerLink includes the involvement of the employer community. Lori Rank thanked the Board for helping the PA CareerLink get a security system in place on premise.

Items for Action

Approval of 2008-2009 Budget

Rod Kopp presented the July 1, 2008-June 30, 2009 budget for the WIB System. All money on which the WIB has received confirmation is included along with carryover and pass through money. Normally, the budget is presented for approval in July but, this year, approval for spending was granted until a more solid budget could be put together with the numbers available. Federal funding streams have dropped 7-8% overall. The budget is presented with a 1% revenue drop from the previous year.

Approval of the 2008-2009 Budget on motion by John Biemiller and second by Barry David.

Approval of 2008-2009 Welfare Plan

Mark Sprunger presented the EARN Executive Summary for the Program Year 2008. It provides an overview for the coming year along with the performance for the 2007 year including the number of clients serviced. New 2008 EARN performance figures from the Local Management Committee and the Performance Review Committee were reviewed.

Approval of the 2008-2009 Welfare Plan on recommendation of the Local Management Committee and the Performance Committee and second by Robert Rhoades.

To be noted in the minutes is that the Medical Benefits goal is less the actual for last year with the consensus that the 64% for Medical Benefits that was met last year be the targeted number for the new year.

Staff Reports

Fiscal Officer

Rod Kopp presented the June 2008 WIB System year-end Financial Report. Questions were taken and answered.

Youth Coordinator

Andrew Garner handed out paperwork on the Pathways to Gold Collar Careers to be held in November countywide. Employers are still needed to participate and provide sponsorships. The Youth Council is working with the community on recommendations on the dropout issues and will be presenting more information later. Andrew Garner also handed out a Business-Education Partnerships paper explaining the program that will be piloted in the School District of Lancaster and then taken to other school districts.

Executive Director

Scott Sheely reported...

  • The new WIB website is up with the CareerLink and the AG sites soon to follow. Please check out the site and your personal information at www.lancastercountywib.com.
  • Performance Measures were met 100% earlier this program year.
  • The Lease is up in two years for the CareerLink and a committee is being formed to look at the location and alternatives.
  • On September 30, 2008 Randy Eberts from Upjohn Institute will be in Lancaster presenting on prosperity benchmarks indicators to several Lancaster Prospers-related groups..
  • On October 13th at an in-service day for educators the Top 100 jobs campaign is being presented with a media rollout.
  • On November 4, 2008, a follow up to the Latino Study will be held at the Eden to inform the community what has happened and what will be on going to address the 5 issues.
  • On November 13, 2008, the CTC will be having their Hall of Fame Dinner. The WIB is being recognized for their support along with Dr. Mike Curley's retirement.
  • On December 4, 2008, the annual Workforce Summit will be held at the Eden with STEM (Science, Technology, Engineering and Math) as the program theme. A panel is being assembled of educators and businesspeople to discuss this initiative.
